(The Center Square) – The U.S. Government Accountability Office says leadership is needed to fully define quantum threat mitigation strategy. A new report released by the agency emphasizes the urgent need for comprehensive federal leadership to address the emerging cybersecurity risks posed by quantum computing, warning that without prompt and coordinated action, adversarial nations might exploit quantum technology to undermine national security. "It is important for the Office of the National Cyber Director to act on our recommendation now for several reasons," Marisol Cruz Cain, director with GAO's Information Technology and Cybersecurity team, wrote in an email to The Center Square. "Adversaries could copy data protected by cryptography today and store it with the intention of accessing it later once a cryptographically relevant quantum computer is developed." The director is also the lead author of The Future of Cybersecurity. "The key to successful migrations is to start planning now and not wait until a CRQC is on the horizon," Cain wrote. "A fully comprehensive strategy will provide agencies with more clarity on their responsibilities and the common outcomes they are aiming to achieve. It will also provide the nation a better-defined roadmap for allocating and managing resources and holding participants accountable for achieving results." A cryptographically relevant quantum computer is a quantum computer that can run algorithms to crack or weaken existing cryptography. Quantum computing is a rapidly advancing technology that has the potential to solve complex problems at an unprecedented speed, which also poses significant risks in today's cybersecurity. The report says various documents have been developed over the past eight years that have contributed to an emerging U.S. national quantum computing cybersecurity strategy. The Government Accountability Office has identified three goals moving forward. The first goal is to standardize post-quantum cryptography, the second would be to migrate federal systems to that cryptography, and the third would encourage all sectors of the economy to prepare for the threat. The report identifies gaps in federal agency preparedness and a lack of clear leadership to oversee the transition to quantum-safe systems, as "No single federal organization is responsible for the U.S. strategy’s coordination." While agencies like the National Institute of Standards and Technology have taken necessary steps to develop quantum-resistant cryptographic standards, the report found inconsistencies in how federal agencies implement recommendations. Away from encounters with belligerent bunnies, Mr Carter’s willingness to address politically uncomfortable topics did not diminish with age. He also famously mounted a ferocious and personal attack on Tony Blair over the Iraq war, weeks before the prime minister left office in June 2007. Mr Carter, who had already denounced George W Bush’s presidency as “the worst in history”, used an interview on BBC radio to condemn Mr Blair for his tight relations with Mr Bush, particularly concerning the Iraq War. Asked how he would characterise Mr Blair’s relationship with Mr Bush, Mr Carter replied: “Abominable. A MASSIVE few months for him as he heads into free agency this upcoming summer. Considering the market for Tyus Jones last summer, it could be an uphill battle." This marks the second time in Russell's career that he has been traded from the Lakers to the Nets, as he becomes one of the very few players to be traded from and to the same franchise twice in his career. The Lakers sent Russell to the Nets first in 2017, which kicked off a roller coaster journey for him in the NBA. After the trade was completed, many expected Russell to be bought out by the Nets, as he is on an expiring contract this season and will become a free agent in the summer. With no genuine upside to keeping him going forward and a risk that he might improve and hurt their tanking chances, the thought process was that Russell would be back on the market pretty soon. Amid the jubilation, U.S. Secretary of State Antony Blinken met with allies around the region and called for an “inclusive and non-sectarian” interim government. Blinken arrived in Iraq on a previously unannounced stop after talks in Jordan and Turkey, which backs some of the Syrian insurgent factions. So far, U.S. officials have not talked of direct meetings with Syria's new rulers. The main insurgent force, Hayat Tahrir al-Sham, has worked to establish security and start a political transition after seizing Damascus early Sunday. The group has tried to reassure a public both stunned by Assad's fall and concerned about extremist jihadis among the rebels. Insurgent leaders say the group has broken with its extremist past, though HTS is still labeled a terrorist group by the United States and European countries. It has also seized a swath of southern Syria along the border with the Israeli-occupied Golan Heights, calling it a buffer zone. After talks with Fidan, Blinken said there was “broad agreement” between Turkey and the U.S. on what they would like to see in Syria. "I am a Southerner and an American," said Carter, a virtual unknown on the national political scene when he launched his presidential campaign ahead of the 1976 election. - From farm to White House - James Earl Carter Jr. -- the full name he rarely used -- was born on October 1, 1924 in the small farm town of Plains, Georgia, south of Atlanta -- the same town where he lived out his golden years. After seven years in the navy, where he worked on the nuclear submarine program and rose to the rank of lieutenant, he returned home to run the family peanut farm. But eventually, politics came calling. He served in Georgia's state senate and took over as governor in 1971. Only a few years later, his unlikely White House bid began. A shining moment of his term in office was the historic 1978 Camp David Accords signed by Israel's Menachem Begin and Egypt's Anwar Sadat, which ultimately led to a peace treaty the following year. Carter also established diplomatic relations with China following the rapprochement initiated by then-president Richard Nixon, and endorsed solar energy, even installing solar panels on the White House. But his administration hit numerous snags, the most serious being the Iran hostage crisis and the disastrous failed attempt to rescue the 52 captive Americans in 1980. His handling of the renewed oil crisis in 1979-1980 was also sharply criticized. Images of cars lined up at gas stations were long associated with his presidency. In the wake of Carter's defeat at the polls, the Democratic Party weathered a political storm -- 12 years of Republican presidents in Reagan and George H.W. Bush. Even now, few Democrats claim to be picking up Carter's mantle. In a biography published in 2010, historian Julian Zelizer, a professor at Princeton University, said Carter had fallen victim to "an extraordinarily difficult set of circumstances that would have challenged any president." - 'Best ex-president' - But Carter bounced back in perhaps the most spectacular reinvention of any US leader and was often called America's "best ex-president." Carter founded his eponymous center in Atlanta and emerged as a prominent international mediator, tackling some of the most intransigent global dilemmas -- including North Korea and Bosnia in the 1990s. He monitored dozens of elections around the world, from Haiti to East Timor, and went to Cuba in 2002 for a historic meeting with then longtime communist leader Fidel Castro to prod him on human rights. Carter won a host of awards including the 2002 Nobel Peace Prize and the highest US civilian award, the Presidential Medal of Freedom. He won three Grammys for best spoken-word album, a category that included audiobooks. Carter maintained a busy schedule into his 90s. He and wife Rosalynn helped build houses for the charity Habitat for Humanity for decades. Rosalynn died in November 2023 at age 96. The couple had three sons and a daughter. In August 2015, Carter revealed he had cancer on his brain and was undergoing radiation treatment. At the time of his diagnosis, Carter said that while the presidency was the "pinnacle" of his political career, "life since the White House has been personally more gratifying." During a church service in November 2019 in Plains, Carter looked back -- with serenity, and a touch of humor -- at his battle with cancer. "I assumed, naturally, that I was going to die very quickly," he said. "I obviously prayed about it. I didn't ask God to let me live, but I asked God to give me a proper attitude toward death." The bill is traditionally strongly bipartisan, but some Democratic lawmakers opposed the inclusion of a ban on transgender medical treatments for children of military members if such treatment could result in sterilization. It passed by a vote of 281-140 and next moves to the Senate, where lawmakers sought a bigger boost in defense spending than the current measure allows. Lawmakers are touting the bill's 14.5% pay raise for junior enlisted service members and a 4.5% increase for others as key to improving the quality of life for those serving in the U.S. military. Those serving as junior enlisted personnel are in pay grades that generally track with their first enlistment term. Lawmakers said service member pay failed to remain competitive with the private sector, forcing many military families to rely on food banks and government assistance programs to put food on the table. The bill also provides significant new resources for child care and housing. "No service member should have to live in squalid conditions and no military family should have to rely on food stamps to feed their children, but that's exactly what many of our service members are experiencing, especially the junior enlisted," said Rep. Mike Rogers, R-Ala., chairman of the House Armed Services Committee. "This bill goes a long way to fixing that." The bill sets key Pentagon policy that lawmakers will attempt to fund through a follow-up appropriations bill. The bill prohibits funding for teaching critical race theory in the military and prohibits TRICARE health plans from covering gender dysphoria treatment for children under 18 if that treatment could result in sterilization. Rep. Adam Smith of Washington state, the ranking Democratic member of the House Armed Services Committee, said minors dealing with gender dysphoria is a "very real problem." He said the treatments available, including puberty blockers and hormone therapy, have proven effective at helping young people dealing with suicidal thoughts, anxiety and depression. "These treatments changed their lives and in many cases saved their lives," Smith said. "And in this bill, we decided we're going to bar service members' children from having access to that." Smith said the number of minors in service member families receiving transgender medical care extends into the thousands. He could have supported a study asking medical experts to determine whether such treatments are too often used, but a ban on health insurance coverage went too far. He said Speaker Mike Johnson's office insisted on the ban and said the provision "taints an otherwise excellent piece of legislation." Rep. Chip Roy, R-Texas, called the ban a step in the right direction, saying, "I think these questions need to be pulled out of the debate of defense, so we can get back to the business of defending the United States of America without having to deal with social engineering debates." Smith said he agrees with Roy that lawmakers should be focused on the military and not on cultural conflicts, "and yet, here it is in this bill." Branden Marty, a Navy veteran who served for 13 years, said the loss of health coverage for transgender medical treatments could prompt some with valuable experience to leave the military, affecting national security because "we already struggle from a recruiting and retention standpoint." He also said the bill could regularly force service members into difficult choices financially. "It will be tough for a lot of them because of out-of-pocket expenses, especially enlisted members who we know already struggle with food insecurity," said Marty, the father of a transgender teenager. "They don't get paid very much, so they're going to be making a lot of choices on a day-to-day, tactical level." Rep. Hakeem Jeffries, the House Democratic leader, said his team did not tell Democrats how to vote on the bill. "There's a lot of positive things in the National Defense Authorization Act that were negotiated in a bipartisan way, and there are some troubling provisions in a few areas as well," Jeffries said. Overall, 81 Democrats voted for the bill and 124 against it. On the Republican side, 200 voted for the bill and 16 against it. "It's disappointing to see 124 of my Democrat colleagues vote against our brave men and women in uniform over policies that have nothing to do with their intended mission," Johnson, R-La., said. The defense policy bill also looks to strengthen deterrence against China. It calls for investing $15.6 billion to build military capabilities in the Indo-Pacific region. The Biden administration requested about $10 billion. On Israel, the bill, among other things, includes an expansion of U.S. joint military exercises with Israel and a prohibition on the Pentagon citing casualty data from Hamas.
